Opinião da Direx: o orçamento do governo do estado para a defesa agropecuária

A Coreia do Sul, com a metade da área do Paraná, investirá no ano que vem US$ 315 milhões em saúde animal. E o governo Ratinho Junior?

No Paraná

Para se ter uma ideia da política do governo Ratinho Junior para a fiscalização agropecuária pública do Paraná, enquanto a Coreia do Sul, com 100.210 km², investirá US$ 315 milhões em 2020 apenas no controle das doenças dos animais, o estado, com 199.315 km², conforme a Proposta da Lei Orçamentária Anual (PLOA) para 2020, propõe um orçamento total (salvo melhor juízo interpretativo) para a autarquia de defesa agropecuária de R$ 119.459.191,00 (p. 432 da PLOA para 2020), sendo que R$ 116.842.191,00 para a sua gestão administrativa e R$ 2.265.000,00  (p. 432 da PROA para 2020) ou US$ 555.147,05 destinados para a atividade-fim, ou seja: "planejar, coordenar e executar a Política Estadual de Defesa Agropecuária, por meio de normatização, fiscalização, inspeção, vigilância, registros, cadastros, certificações, capacitação e demais atividades inerentes à defesa agropecuária, promovendo a inocuidade alimentar e a sanidade das culturas agrícolas e rebanhos animais" (p. 432 da PLOA para 2020). 

O orçamento de R$ 2.265.000,00 (p. 432 da PLOA para 2020) ou US$ 555.147,05 para "atender" a atividade-fim da fiscalização agropecuária pública do Paraná, na perspectiva desta associação de classe, contrasta com a vistosa propaganda (que também é reverberada pelo patronato sindical e pela grande imprensa estadual) que vem sendo divulgada pelo governo Ratinho Junior sobre suas "conquistas sanitárias".

Os números da PLOA para 2020 desnudam a desimportância orçamentária governamental em desfavor da fiscalização agropecuária pública em um estado em que os negócios da agricultura têm um significativo peso socioeconômico.

Desta forma, diante da PLOA para 2020, como o governo Ratinho Junior, sem um atrativo investimento público em fiscalização agropecuária, intenciona manter no médio e longo prazo as suas "conquistas sanitárias" de "área livre de peste suína clássica" (PSC) e de "área livre de febre aftosa sem vacinação" e, óbvio, de forma a não vulnerabilizar o estado para que ele não fique suscetível à introdução e disseminação da peste suína africana (PSA) em prejuízo da indústria suína

 

Na Coreia do Sul

A notícia S. Korea sets aside more budget funds to fight animal diseases (por Yonhap) do The Korea Herald de 16 de dezembro de 2019, disse que o Ministério da Agricultura da Coreia do Sul reservou para o ano que vem mais recursos do orçamento público para combater as doenças dos animais, depois que a PSA atingiu criações de suínos no norte desse país.

 

 

 

A Assembleia Nacional da Coreia do Sul aprovou o orçamento de ₩ 371,4 bilhões de won (US$ 315 milhões) que será destinado aos esforços para combater uma variedade de doenças animais, o que representa um aumento de 20% em relação aos ₩ 308 bilhões de won alocados em 2019.
